South Bay Recycling Program
Development of a Regional Reclaimed Water Desalination
Model

The South Bay Water Recycling Program is a consortium of municipalities on the south side of the San Francisco Bay. The Program is charged with planning for and implementing a water recycling program that reduces the wastewater discharge into the Bay. One of the hurdles facing the use of the recycled water is its salinity content. Through a contract with RMC Water & Environment, WQTS was retained to develop a project alternatives analysis and cost model that allows the interested parties evaluate the cost of implementing alternative salinity-reduction options, including utilizing Reverse Osmosis or Electrodialysis Reversal (EDR) for TDS removal. The model, which is based in Microsoft EXCELŽ was used to evaluate the impact of various design and operational decisions on the overall project cost.
